I completely get you about the lining. When I've made new baby gift baskets I like to line them with a blanket or wash cloths (not hard to find 4 packs of baby wash cloths at the dollar stores)...I like twisting the wash clothes into little roses...but yup it does work the price up.
I've gotten in the habit of saving tissue paper (assuming it's not torn up too badly) and use that for stuffing in gifts where the paper was going to get crinkled anyway.
